Cluster Service Will Not Start, Hyper-V 2016

After installing the Failover Cluster feature on two Hyper-V 2016 servers, I was able to run the Cluster Validation Tests a couple  times to see what I was missing.

Once I addressed the components that were missing (updates didn't match the first time, direct connection to establish heartbeat connection was missing the 2nd time), I thought I was ready to go.

I went to run the Validation Tests one last time only to see that the Cluster Service was disabled on both of my planned nodes.

When I attempt to start the Cluster Service manually on either node, the service fails to start with this error (from system log):

The Cluster Service service terminated with the following service-specific error: 
"The system cannot find the file specified."

I can run the clean-up command but it does not change anything.

When I try to generate a log by using Get-ClusterLog in Powershell I get this error:

"Failover Clustering doesn't appear to be installed on node 'Node1'"

The cluster feature still shows as installed on both nodes and the check box is also greyed out so it can't be unchecked.

I cannot run any other commands I've found on the internet because the Cluster Service isn't running.

Most of the solutions I find on the internet don't seem to apply to me because I never actually created a cluster.

Anyone want to be a good friend and take a crack at this?

My goal was to setup these nodes so I could run highly available virtual machines.

E: I don't want to reinstall the servers because many people who have had a similar issue ran into the exact issue after reinstalling the servers. This person went so far as to install a new domain and reinstall the servers only to get the same error.
